[CQ-Contest] RSGB 7Mhz CW Contest

There seems to be some confusion over the dates for thic Contest.   The
original rules and dates were published in the rules pull out in September
1997's Radio Communication.    The error in the date was spotted and the new
date was published
in January 1998's Radio Communication.

I can confirm that the correct dates for this contest are:
28th February - 1st March 1998.
