[CQ-Contest] U.S. to Participate in CEPT Guest License Arrangement

Interesting arrangement where the 5 WPM ticket holder gets full HF
privileges. Does anyone else find this odd? Seems that it should have been
General Class and higher. I remember reading that the CEPT required 12 WPM
for Class 1 privileges.
