[CQ-Contest] 9M0C will not contest in ARRL!

And while we are at it... could we please set aside 160M for only 
non-contest DX QSO's.  DX QSO's with countries already confirmed would 
not be illegal, but would be viewed as piggish and not in the spirit of 
the band.
