[CQ-Contest] WARC bands & Contesting

I like the ideas that Dale has put forward. I think we could get more people
interested in the WARC bands with a small amount of contest activity. Maybe
something like an Internet Sprint, but much simpler with an obvious exchange
that non-contesters could feel comfortable about jumping in (like the NAQP
exchange - name and state/country). Maybe even make it 2 or 4 hours. Short,
simple and fun. This certainly is worthy of conversation.
