[CQ-Contest] More NA,QP's

Hello All NAQPers,

	It seems we really need to try encouraging more participation in NA
outside of W & VE.  States, Provinces and Territories seem to be better
suited to this than Sections would be.  Easier for most DX ops to relate.

	I like the idea of a few tests with no reporting (other than reflector
talk).  I trust you to tell it like it was!
