[CQ-Contest] NAQP Rules

Just a gentle reminder. The NAQP is a BAREFOOT contest. It is very obvious
when a station is 20-30db louder than anyone elese in their region, that they
forgot to turn the amp off. On 160, it was particularly obvious. Conditions
were poor out west and I called the few east coast and midwest stations that I
could hear and they just kept calling CQ over and over.

Just a friendly reminder.
