[CQ-Contest] cqww log checking

Well, the log checking should for once and all eliminate the
temptation to leave in questionable QSO's.  Previously,
those of us out of top-ten contention might have felt
we were only penalizing ourselves by taking them out, since
our competitors might have been leaving them in.

It's also another reason to never, ever, send your 
exchange before the other station repeats your 
call correctly.

A great step toward better contesting!
