[CQ-Contest] RS-232 Controller (CT-17 style)?

Do you have at your fingertips the issue of QST or CQ in which someone
described the really simple controller which can be used with ICOM
radios, and does things comparable to what the ICOM CT-17 does? As I
recall it, the schematic used a MAX 232 chip. What issue had "the best"
circuit?
