FWIW, I have just received the rules in Spanish for the FRACAP-98 contest,
to be held on July 26, 1998. I have translated the rules into English for
the benefit of those who maintain contest Web Sites, and here they are:

BAND : 7 MHz ( 40 meters ) -- PHONE ONLY
CATEGORIES : (MONOBAND ONLY)
SINGLE OPERATOR SINGLE TRANSMITTER
MULTIOPERATOR SINGLE TRANSMITTER
MULTIOPERATOR MULTI-TRANSMITTER
CONTEST PERIOD : 1201 GMT TO 2400 GMT SUNDAY JULY 26
EXCHANGE : RS PLUS SERIAL NUMBER BEGINNING WITH 00001
POINTS QSOs WITH OFFICIAL FRACAP STATION (YS0FRACAP) = 20 POINTS
QSOs WITH OFFICIAL CRAS STATION (YS0YS) = 20 POINTS
QSOs WITH STATIONS IN FRACAP MEMBER COUNTRIES = 10 POINTS
QSOs WITH ALL OTHER STATIONS = 5 PUNTOS
NOTE: FRACAP = Federacion de Radioaficionados de Centroamerica y Panama
(Federation of Central American and Panamanian Radio Amateurs)
CRAS = Club de Radioaficionados de El Salvador
(Radio Amateur Club of El Salvador)
FRACAP MEMBER COUNTRIES ARE HP, HR, TG, TI, YN and YS
MULTIPLIERS : (1) Each different prefix of FRACAP member countries.
Examples: TG9, TG7, YS3, YN1, HP3, TI4, HR1, HR2, etc.
(2) Each different DXCC Country outside of FRACAP. Examples:
W, HK, YV, EA, KP4, etc
FINAL SCORE: points times multipliers
PRIZES: There will be an overall winner among all the Central American
countries
combined, and winners from each FRACAP country which
participates. Award winners must have made at least 50 contacts
in the contest and have worked each FRACAP
country that was active in the contest.
Participants from outside the FRACAP area will also have an
overall winner and a winner in each country, providing
the winner has made a contact with at least one station in each
participating FRACAP country.
Overall winners will receive plaques; other winners will receive
certificates. There will be second and third-place certificates in
each country as well.
LOGS should show time in GMT, call sign, report and number sent, report
and number received. They should be accompanied by a summary sheet which
includes a list of each diffferent FRACAP prefix and outside-FRACAP DXCC
Country worked.
Logs should be submitted to CLUB DE RADIO AFICIONADOS DE EL SALVADOR, ATT.
COMISION DE CONCURSO, APARTADO POSTAL NO. 517, SAN SALVADOR, EL SALVADOR,
C.A., to be received not later than August 31, 1998. They can be sent by
