[CQ-Contest] Club Areas

I can't believe we have used this much bandwidth when a rather obvious
solution is at hand. Simply have three club categories:

Local - 20 mile radius around the club center

Regional - 175 mile radius

Unlimited - Any number of members anywhere in the world, no meeting
requirements

Simple, elegant, let's the creative bunch go wild and the geographically
challenged who want to contribute able to contribute.
