[CQ-Contest] 3 el 40 KLM

Jacques, F6BEE, is putting up a 3 el 40 meter KLM and is having problems
getting it to resonate on 40. Any ideas ? Spent the weekend with no luck- did
replace the factory balum put no improvement. VSWR did not improve at 50 or 90
feet so the matching is just plain off. Changed the lengths but that did not
help.
Trying to help him get this baby up and running for CW WPX as TM2Y.
