[CQ-Contest] Using Packet assist for Sweepstakes

There is no Single Op assisted category for Sweepstakes, so use of
packet spotting for Single Op Stations is against the rules, referring
to the General Rules and Rules for Contests below 30 MHz as noted.

In the rules in QST, it never mentions using packet as an aid.
If you make a serious effort, can you use packet, as a single
