ARRL is not WW contest and that is the problem...
We here in Asiatic Russia have nothing to do in ARRL being so much dependent
on propagation over the North Pole.
If it were WW with say extra NA mult the contest would gain much more
participation regardless of the exchange. Untill then it is the third grade
contest for us were one can just work few friends.
It was once a WW contest but for some reasons it only happened once : (
