[CQ-Contest] Working Dupes [PLUS more]

At least two stations will be subject to NIL penalties in the Stew Perry
contest, because they refused to work a "dupe".  In each case a previous
attempt at a contact was lost in the noise before confirmation, so I didn't
log it.
