Please do not say that 5NN 001 is permitted if you feel that 5NN TTA
is illegal, immoral, and unethical--they're both doing the same thing!
For that matter, sending 100% 599 or 5NN doesn't follow "the rules"
either--you're no longer sending a signal report if that's all that
you send.  To argue otherwise would mean that you would ALWAYS have
to turn in logs with ZERO errors.
