[CQ-Contest] On/Off Times in NAQP

I realize that the recent discussion about contest off times has centered
around the WPX contest, but I thought I would provide a definitive answer
for the NAQP contests, another contest that limits the operating time for
single ops.

NAQP rules state that single ops may not operate more than 10 hours out of
the 12 hours of the contest and that off times must be at least 30 minutes
in length. This rule is interpreted as meaning that you can not operate
more than 10 hours from the time you start until the time you stop
operating (obviously within the 1800 to 0600 duration of the contest). Once
you start operating, the operating time clock only stops if you have a
break of at least 30 minutes.  In other words, the NAQP starts at 1800Z,
but if you don't start operating until 1900Z, your operating time starts at
1900Z, not 1800Z. In this case, you could elect to operate continuously
until 0500Z and then stop.

When K6ZZ and I check NAQP logs, we calculate your operating time based on
this interpretation.
