Bravo.

And what happens when a station is required by law to use different power 
levels, say on Top Band? And even if they decide to run more power than 
the law allows, ya think anyone's gonna admit that?

Send the exchange that's appropriate at the time. If a receiving station 
screws it up, that's their fault.
