Hello everyone: Please mark your calendar for July 31 and August 1,
1999 when the South East Contest Club (SECC) and Southeastern DX Club
(SEDXC) will revive the old Georgia QSO Party (GQP). Only the old
timers will remember when the GQP was a really big operating event. It
was started by Rusty Epps, then K4BVD and now W6OAT with a little help
from me and others. In recent years, there has been little activity and
it has not been held since about 1996. A lot of people didn't like the
traditional second weekend in May due to the conflict with Mother's
Day.
Our clubs have selected a weekend that bridges two months and has
only
one previously scheduled operating event. That means that we will not
be able to use the same weekend every year, but will probably try to
select a "bridge" weekend each year. The rules are loosly based on the
1998 Florida QSO Party rules. Summary sheets, log sheets, and county
abbreviation list are available for downloading from the SECC website
identified in the rules attached. If templates for logging programs
become available, I will post a message to that effect. As you know,
you can create your own with TR and perhaps other logging programs.
We expect a lot of mobile activity as well as fixed stations. The
sponsoring clubs and other Georgia amateurs are very excited about it.
We welcome any "carpetbaggers" to come into the state for the weekend
and try to show us up. K4PI is keeping a list of proposed activity,
especially for mobiles, so please keep him posted by e-mail of any
projected operations.
I have followed the current thread of discussion on the contest
reflector about state QSO party activity. I can't help but think that
my old fried Dave Fischer, NC7W, who started this must have done so at
least in part tounge in cheek, since he rules his own NC7W QSO Party
from Utah whenever he wants to just by calling CQ and giving out only
RST reports. At any rate, I have operated nearly all of the QSO Parties
from out-of-state over the past almost 45 years, plus in-state from Ga,
Ala and SC, and I have often had a great time. Of course, promotion is
very important and the GQP is being enthusiastically promoted,
especially inside Ga. This is the initial effort by e-mail to promote
it outside the state. Please mark your calendars and at least drop in
for some fun. Ga. has 159 counties (and I have yet to work and confirm
two of them), more than any other states except Texas. We hope to get
most of them on the air on July 31 and August 1.

GEORGIA QSO PARTY
Sponsored by South East Contest Club and Southeastern DX Club
Object: For amateurs outside of the state of Georgia to make contact
with as many
Georgia stations as possible. Georgia stations work
everyone.
Contest Period: July 31 and August 1, 1999. There are two operating
periods. 1800Z July
31 - 0359Z August 1 and 1400Z August 1 - 2359Z August 1. 20
hours
total. All stations may operate the full 20 hours.
Categories: Single operator. One person performs all operating and
logging functions.
Use of spotting nets including PacketCluster (tm) is not
permitted. Only
one transmitted signal on the air at any time.
Multioperator. Those obtaining any form of assistance, such
as relief
operators, loggers, or use of spotting nets. Multioperator
stations may be
multi-single, multi-multi, multioperator rover, or
mutlioperator novice/
technician.
Multi-single. Only one transmitted signal on the air at any
time.
Multi-multi. More than one transmitted signal on the air at
any time. No
simultaneous signals on one band at the same time regardless
of mode.
Rover. Rover is a mobile or portable station that operates
from at least
six counties in Georgia making at least one contact from each
county. No
county-line operations for either mobiles or rovers. Rovers
and mobiles
must move the entire operating site including antennas at
least 100 yards
when relocating to another county.
Novice/technician. Novice or technician licensees perform all
operating and
logging functions. May be single or multioperator.
Power Three power output categories for all categories. Logs
not showing
power output category will be listed as high power.
QRP - five watts output or less.
Low Power - 150 watts output or less.
High power - more than 150 watts output.
Modes There are no separate categories for modes. All
stations are encouraged
to use both modes.
Contest Exchange Georgia stations send signal report and county.
Non-Georgia W/VE stations (including KH6/KL7) send signal
report and
state or VE multiplier area.
DX stations (including KH2/KP4, etc.) send signal report and
"DX"
or country abbreviation.
Scoring QSO Points. Each complete non-duplicate Phone contact is
worth one
point. Each complete non-duplicate CW contact is worth two
points.
No partial contact credit. Duplicate contacts must be
clearly identified
and counted as zero points (but not removed from the log)..
Multipliers.
For Georgia stations: 50 states (including GA), Canada: NS,
NB, PEI, NF (VO1, VO2), QC, ON, MB, SK, AB, BC, NW (VE8,
VY1,VY0). DX counts for QSO points, but not for multipliers. A
multiplier can be counted
once per mode. The maximum is 61 per mode or a total of 122.
For non-Georgia stations: Georgia counties per mode (a
maximum of 159
per mode). Georgia mobile and portable stations which change
counties are considered to be a new station and may be
contacted again for point and multiplier credit. Mobiles and
portables which qualify for the rover
category are requested to submit separate scores for
each county plus a
combined rover score, which would be determined by the number
of QSO
points made from each location totaled and multiplied by the
multipliers
determined as if the contacts had been made all from one
location
(maximum of 61 per mode).
Final score: Multiply QSO points by total multipliers.
Suggested CW - 3.545, 3.685, 7.045, 7.110, 14.045, 21.045, 21.110,
28.045, 28.110.
Frequencies
Phone: 3.850, 7.225, 14.250, 21.300. 28.450.
Look for SSB activity on the hour and CW on the half hour.
No 160
meter, WARC band, or VHF band QSOs count for the
contest.
Miscellaneous Call signs and exchange information must be received by
each station for a
complete QSO.
No cross-mode contact. CW contacts may not be made in the
phone sub- bands. Stations may be worked once per mode, per
band.
A transmitter used to contact one or more stations may not
subsequently
be used under any other call during the
contest period (with the exception
of family stations where more than one call is assigned and
the operator is
changed when the call is changed).
Reporting Entries must be postmarked no later than August 31, 1999.
Any logs other
than check logs with over 100 QSOs are encouraged to
submit their logs in
computer readable (ASCII) format. Any entrants who submit
paper logs
with more than 100 contacts must also include dupe sheets.
E-mail. You may submit your contest logs via e-mail to
k4ea at contesting.com. Send your summary sheet file and
your log file
following the ARRL Suggested Standard File Format.
On disk. You may submit your logs on diskettes, IBM
compatible, MS-
DOS formatted, 3.5 inch. The log information must be in an
ASCII file.
Mail. Contest logs (paper or diskette) may be submitted via
postal mail to:

Logs must indicate band, mode, date, time (UTC), calls, sent
and received
exchanges, multipliers and QSO points. Multipliers should be
marked
clearly the first time worked. Single operator entrants
should indicate
on the summary sheet if they used two radios and this will be
noted in the
results.
Entry forms and a list of county abbreviations will be
available at the SECC
web site: http://www.contesting.com/secc/
Entry forms may be requested by mail. Please send a business
sized SASE
to John Laney, K4BAI, PO Box 421, Columbus, GA 31902-0421.
Received logs will be listed on the SECC web site as soon as
possible after
receipt.
Final results will be posted on the SECC web site and on the
"3830"
internet reflector.
For a copy of the results, please send a business size SASE
to K4EA at his
address shown above.
Certificates will be awarded to top scorers in each category
from each
Georgia county, state, Canadian multiplier area, and DXCC
country.
Second place certificates may be awarded where the number of
entrants
justifies it in the opinion of the contest committee.
Endorsements or
separate certificates will also be awarded for the high
Georgia scorer in
each category, high non-Georgia scorer in each category, high
scorer
outside North America in each category, the Georgia station
who contacts
the most Georgia counties regardless of mode, the Georgia
station in each
category who makes the most QSOs, the non-Georgia station who
makes
the most QSOs and the non-Georgia station who has the highest
multiplier
total (most Georgia counties worked on two modes combined).
Conditions of Each entrant agrees to be bound by the provisions and
the intent of this
Entry announcement, the regulations of the licensing
authority, and the decisions
of the contest committee.
