No, that's when one gets penalized for it. It's busted (wrong) as soon as
one logs it incorrectly.
Your version says that it's not a busted call if one doesn't get caught.

It's called "gain".  For every busted call an operator flags and re-spots,
he might be saving dozens of others countless minutes and points.  Anyone
with a contest-club mentality but small station might be inclined to do
this.

You're right, though, it's probably not in their own (selfish) best
interest.
