[CQ-Contest] Is portable XE illegal in contests?

I see that there are several CQ WW entries that are XE/ either stateside or
DX call.
I have been told by two different XE hams that operating portable XE is Ok
for normal operating
but not allowed in contests.  I have asked (through channels) for a ruling
or statement from the Mexican
licensing authorities, but so far no answer.

One prominent XE contester told me last week that to be legal a permanent
call is required (for example 6D2X or XE1WWC).

Look at your authorization and make sure gang!
