In the past Multiplier stations that CQ'ed and worked
non-mults just did not log them. Neither side was
penalized. 
Now with computer logging, the station that logs the
muliplier station is penalized with a score reduction,
will the non-logger receives no penalty at all.
Don't believe that the multiplier station is going to
log a zero point station, it is just going to say QSL
and move on for a new one.
Sounds easy to fix. Just not allow a mult station to
CQ. Period.
