I wasn't thrown by it so much as just thought they didn't remember when they
were first licensed.  It wasn't until about the third 00 I received that I
realized the op was telling me he was just licensed THIS year.  Very cool.
In a couple of the subsequent Q's with 00 stations, I managed to insert a
'congrats' before the TU message.

In SSB SS, it should be much easier to offer our congratulations to those
who give us recent (99/00) check numbers.  Make them feel welcome.
