I asked a week or so ago about this (what is the lowest speed that various
contest logging software can send at.) From what I can tell:
TR: Has always been able to send from 1 WPM on up.
SD: Current versions can send as slow as 5 WPM.
CT: Version 8 couldn't go below 22 WPM, version 9 can go down to 12 WPM.
WriteLog: ?
Non-contest-specific ham radio logging software: ?
Unless a lot of people are still using CT8, my guess is that it's mostly
ops that intentionally do not slow down enough to meet slower operators'
speeds.
