[CQ-Contest] CQWW power "limit"

Perhaps the statement by Bob was a "bit" US-centric, where we are allowed
1500 watts.

The CQWW rules state:
XII. DISQUALIFICATION "Violation of amateur radio regulations in the country
of the contestant...

So, if you are *allowed* by your regulating agency to only use 400 watts,
then 500 watts is a "violation".
If you are *allowed* to run 5kW, well that's seemingly OK.

Perhaps this is a warning that Bob, et al, have their eyes on some
power-mongers?!
