[CQ-Contest] More on rules (sorry)

In order to make sure I understood the ARRL's position on log files, etc.,
I just re-read the General Rules in November 2000 QST.  I knew I shouldn't
have done that because now I'm more confused than ever.

Rule 7.1 states that "If the claimed score of a participant is reduced by
2% or more, the entry may be disqualified."  A quick check says that 35 of
65 entrants from my club in the last ARRL Phone DX Contest were above that
threshhold.   Does the ARRL really mean to hold the prospect of
disqualification over more than  half of the logs submitted (assuming these
numbers are typical of serious contesters)?

Rule 7.3 says that "An entry with more than 2 percent duplicate contacts
left in the log ... will be automatically disqualified."  But in the
Cabrillo format, aren't duplicate QSOs, by definition, left in the log
file?  Is this just an anachronism?
