Another possibility is that the transmitter in question may be perfectly 
clean, but the distortion products are generated in the observers 
receiver, due to the exceptionally strong signals.

The quick test for this is to activate about 20 dB of receiver 
attenuation. If the distortion clears up, it is obviously a receiver 
problem.
