If that is the problem, then simple solution could be to setup checking 
program to look for similar -1 calls within few lines and hit the sucker with 
10 QSO penalty if you find entrant to be clever at guessing game.

Do we all have to be penalized for remote possibility of the above reason? 

Penalty is for cheating, breaking rules, errors and mistakes should be 
removed from the scoring. We see the opinion of the contest committee and 
checkers. If the committee would like to get opinion of contestants, maybe it 
wouldn't hurt to do the opinion survey and perhaps adjust the checking 
process. It can only help. We should try to make contests more friendly and 
inviting to newcomers, rather than scaring them off with penalties and 
punishment.
