I agree with Jim on this well debated topic- but the reason is a
little different. The whole point of the penalties is to encourage
accuracy. However, after the logcheckers get through assessing
penalties, the end result is nowhere close to what your actual log
really reflects( I am seeing 1% to 25% reductions in this thread). It
appears the penalty system is actually contrary to the spirit of the
rules and ends up giving an inaccurate result. It seems to me that
the lose of a bad Q is penalty enough as the serious contender has
spent his time working and logging a contact for no credit. It would
also more accurately reflect what the competitor actually did. A
penalty reduction skews the accuracy of the report. CU all in the
