They can't, because it doesn't exist. It is only an opinion, and no
matter how many share it, it still remains an opinion.

It is in the same category as the "spirit of the rules". There is no
such thing. Rules are concise and specific. If a rule says you go into
an assisted category if you use packet, that's it. You can't interpret
that to mean you can connect to a DXcluster, or connect to a friend who
relays such, or merely monitor the cluster. If packet is not mentioned
in the rules, and you use it, you are perfectly legal.

If you choose to apply a "spirit of the rule" which further restricts
you than the actual rule, you are certainly entitled to do so. But
"stretching" vs "spirit" are 2 different things. And anyone is certainly
entitled to enhance his score by taking advantage of technology, by any
means, as long as you stay within the rules.
