[CQ-Contest] Sprint - sitting on a freq. giving out points

As long as he's not calling 'CQ Sprint' or otherwise soliciting sprint QSOs,
and sprinters are calling him, I don't think it's a problem.

Bravo!  My experience has been that sportsmen, including
radio-sports-men, are one of the last group of holdouts
that deliberately consider "fairness" in their pursuit 
of a goal - ruthless fairness perhaps, but fairness
nontheless.
