One idea on handicaps:  the gawds of contesting rank every one on a skill 
level scale of 1 to 10, ten being the top.  Multiply that value by the 
amount of money invested in the opertor's station, in thousands of dollars. 
 So, e.g. you multiply 10 times 50 for a value of 500.  That's your base 
handicap going into each contest.  Let the contest managers figure out the 
rest. (This is like handicapping in horse races where the fastest horses 
carry extra weight.)

However, like the early Olympic days, those with handicaps over a certain 
level would be considered Professionals.  They would only compete among 
themselves.  The rest of us, the amateurs, compete for fun.  That no one 
will cheat and buy a Henry 2K on the sly, should be assumed, considering 
the integrity of the sport. If necessary, random testing of ERP might 
occur.

For incentive, the major equipment manufacturers could offer cash and 
equipment as prizes and incentives in the Professional division.

As Professional Contesting catches on, there will be the expected demand 
for inclusion of the Freebanders. A new organization, Wide World of 
Contesting (WWC) will no doubt evolve.  In The Ultimate Contest Universal 
(TUC U), every hour the Professionals will vote on the low end of 20 meters 
to "QRT" one of their fellows who will then be required to spike his coax 
before beginning a 60 second RTTY transmission.
