I admit I am not able to comprehend what you are saying. A visit to
an suitable institution might help me understand more about things
like ionospheric heating and Razor beams....but I dislike the school
jackets with velcro straps instead of buttons.

Let me put on my thinking cap and see if I follow this logic.
Case 1
It can't be done with a multi-megawatt ERP signal from HAARP,
they miss by a factor of about 10,000 times when the energy is
aimed at one tiny area of the sky.
They try this where heating or ionization is most likely to occur,
since absorption is highest up near the pole. They are unsucessful.
Case 2
WE can do this with 2000 people running kilowatts on multiple
frequencies with antennas pointed in all different directions and all
different wave angles, and signals spread all over the earth.

The theory fairy visits all of us from time to time, and sometimes
she gives some of us a two-handed WHACK with her imagination-
bat instead of a gentle two-finger tap with her imagination-wand.
Most of us eventually snap out of it.
