This website lists Radio Marti as being active on 13820 KHz:

The 30 degree bearing would be consistent with the VOA site in Greenville
NC. When I visited there in 1994, they were using this facility to transmit Radio 
Marti in addition to regular VOA broadcasts. Surprised that they are putting
out such a dirty signal, although I do recall the engineer in charge commenting
on concern about budget/staff cuts.
