[CQ-Contest] Meaning of 'Off-Time'

"check the contest rules, some of them have a note like 'listening time
counts as operating time"

Being one that doesn't subscribe to the, "if it doesn't say you can't, then
you can", philosophy that drives the constant search for "loopholes", I
contend that listening is ALWAYS a part of "operating time", therefore
cannot be considered a part of "off time"!
