[CQ-Contest] Meaning of 'Off-Time'

"Off-Time?"  When a contest sponsor intends for you to not listen to any radios
during your breaks the burden should be on them to spell that out plainly in the
rules.  I do not feel compelled to 'not listen' unless the rules are specific on
that point.

I don't take "Off-Time" to mean I can't go out and fix the SWR on a flaky
antenna during a break.
