[CQ-Contest] Meaning of 'Off-Time'

DON'T GET TOO QUICK with the band map.  I don't have the rules for SS in
front of me but as I rember in that one  LISTEN time counts as operating.

Don't know about any of the others.  READ THE RULES  for each event.
