I'm not aware of any ARRL contest recommendation regarding SSB and 7040, maybe you could point me in the right direction. I think you're confusing CQWW rules where there is an attempt by some in Europe to enforce an IARU Region I bandplan. There is nothing specific about 7040 in the CQWW rules either.
