A further refinement on the clicking path suggested by WY0V:

Start
Settings
Control Panel
Regional Settings
Time

Now click the arrow for the pull-down menu for "Time style", and select
HH:mm:ss and then click Apply if you want 24-hour time with the colon
separator.

If you just want 4 digits without the colon, click in the box for "Time
style" to highlight it, clear the contents of the box with Backspace, and
then type HHmmss.  Then click Apply.  (Note: this will create a new entry
of HHmmss in the pulldown menu if you need to change around in the future.)
