[CQ-Contest] Why not BAN packet entirely in contests?

I have run a packet cluster for almost 11 years in WI and Now in VA.
I have my node for contesting and keep it up for others to enjoy and
be ready for contests.  Dave and I both have 24/7 lines dedicated to
keeping the network connected.
