All,

   This last post seems to get close to the issue.  Is contesting to measure 
and compare the skill of the operator(s) or the effectiveness of the design 
of the station.  If you hold to the first, then operators should be competing 
on as close to the same basis as possible.  If this is the case, SO2R is out. 
 If you hold to the second, SO2R is in.  Most competitions, such as drag 
racing, Formula 1 racing, Indy car racing, the America's Cup competition 
specify the parameters of the equipment used to compete. You may remember a 
few years back when the Indy 500 was won by a turbine car.  The rules were 
subsequently changed to limit the turbines in such a way that they were more 
comparable to the available piston engines.  As far as I know, and I no 
longer follow the Indy 500 closely, turbine engines have not been an issue 
since. 

   The folks asking for a separate class for SO2R have a valid point.  What 
we first need to decide is on what basis are we competing.  Once this 
question has been answered, the rest is easy.  BTW, a simple fix may be to 
institute a 2 or 3 minute rule for SO.  That will end the problem.
