I find that rule a bit fuzzy. I have no problems with the telephone or
telegram part being "non-amateur", but how does one send "packets"
using
"non amateur" resources.

It seems everyone has an opinion on this. Mine is that TO5T cheated.
And I'm entitled to that opinion, as are those of you who feel
otherwise.

Frankly however, I don't think any of us are going to change anyone's
mind. This thread is boring.

If you're not sending in a log, then how could you possibly
break a rule?

Example:  I never enter a log in the ARRL DX contests or IARU,
but often hand out casual contacts or poke around various bands
for DXCC band countries.  In the process, I pay no attention to
the rules of the contest like 10-minutes between band changes,
power levels (in IARU), etc.  If I don't send that log in, I
have not broken any contest rules, simply because I am not
a participant in the contest.

As another example some years ago, on a lark, some folks got on
the air during SS as a high power multi-multi, even though
there is no multi-multi category in SS.  Since they weren't
in the contest, and didn't submit a log, how could they be
rule breakers?

The rules only apply to those who are contestants.
