OK, Then.  That means that you enter as high power, but you continue to
send "A" misleading anyone who cares until the score (or claimed score)
is posted.
I suspect that this is required for the contest logchecking software. 
It avoids what N6TR refers to as "unstable" logs.  I am not sure that
was a part of the rules before computer logchecking.  73, John.
