[CQ-Contest] Cabrillo file converter

The WF1B converter.exe utility does not work for CQWW DX RTTY binary files.

Currently, to submit a log for the CQWW DX RTTY contest, using RTTY by
WF1B's software, you can send the .all and .sum files, using you call sign
as the file name, to cqwwrtty at kkn.net

A commercial multi contest, multi mode Cabrillo converter is available from
http://www.cabrillotools.com
