While it is a very good idea to follow IARU bandplans and a legal 
requirement to listen before calling and not cause QRM, I'm 
amazed at the number of USA stations who will call outside of the 
band!

On 40 meters, I hear many USA stations transmitting on LSB 
frequencies below 7153-7155 kHz, some even right on 7150 at 
times. 

It is clearly illegal for any modulation product to extend out of the 
authorized subband for the mode or license class being used. 

It would seem to me this is an even bigger problem that the ARRL 
and FCC should focus on. For example, the new TS2000 has 3rd 
order IMD only 25dB down, and noticeable garbage to the 11th 
order. Anyone within 10-15 kHz of a band edge is asking for 
problems with one of them. Some new tetrode amplifiers are also 
pretty bad.

There would be a lot more room if signals were cleaner.
