What's needed now is a way to avoid the garbage-in 
part of the scenario.

When logs are received via email, it should be 
possible that they be scanned automatically and 
immediately for the Cabrillo header info.  If 
anything's amiss with a parameter, an auto-email could 
go out to ask for correction and resubmission.

This won't help hand or floppy logs, but that problem 
has always existed.
