[CQ-Contest] Contesting in QST -- A Better Idea (?)

I've been somewhat uncomfortable with the idea of simply pressing ARRL to
maintain the status quo re contest reporting in QST.  Here's another
thought that might go down better with the ARRL Board:

Maintain the current QST page allocation for contesting for the time being.

Challenge the contesting community -- which is full of talented writers,
photographers, web mavens, etc. -- to design and implement a better package
of contest coverage, involving both the QST space and expanded use of web
assets.  Objectives could be to produce coverage that is more interesting
to non-contesters, provide contesters with more usable data (along the
lines K1RO suggested they were thinking of), etc.

Direct the Contest Branch to solicit, welcome and cooperate with volunteers
in this effort.  There has been a strong bias in the past at ARRL HQ
against accepting volunteer help, but hopefully the good experience the CB
has had with improved log checking has helped dispel some of that.

Appoint a Director (or ad hoc Committee) to oversee the effort.

Evaluate the results in a year and a half (to allow for a one-year effort
and QST pub deadlines) and decide where to go from there.
