[CQ-Contest] Reminder -- ARRL 160m bandplan for NAQP

Just a reminder for NAQP Phone operators this weekend of the ARRL
bandplan. SSB operation ought to be above 1843 kHz, with domestic QSOs
above 1850 kHz.
