[CQ-Contest] Line scores

A local ARRL official (just back from the Board meeting) thinks the line
scores will go on the open part of the ARRL web.  The members only part will
allow you to digest your score (UBN).

No decisons have been made to expand NCJ with more scores.  That decision
will be made over the next few months by HQ Management and the Executive
Committee.
