The important thing to remember about TO4T (and any others), is that you
don't have to know at the time that he's in Guadeloupe to get credit for the
multiplier.  All electronic logs are re-run and scored against a common,
up-to-date country file, so it really doesn't matter how many multipliers
you claim, high or low; the log checkers will give you the right score.
In CT, if you type "TO4T=FG" during the contest the software will recognize
the multiplier correctly, but since the .cty file doesn't get changed I
never bother until after the contest.
