No, it isn't illegal".

"M" might mean have more than one interpretation, based upon historical 
context.
I have wondered about this, as well.
Sort of like an "N"  .. is it a 9 or an "N" ??

It may get logged wrong, and scored wrong by the computer that is on 
control of what should be operator controlled, but it is not illegal.

Dunno................ Maybe it just does not fit the computer program.
Communications interpretation being controlled by the software instead of 
the operator.

Just more flavor to be added to operator controlled contest communication 
interchange, unless we all want perfect Hz, perfect speed, perfect DSP 
reception and logging.
